0001: Backup bucket lives in Telnyx us-central-1¶

Context¶
The design assumed bucket republic-db-backups in Telnyx us-west-1. The bucket was created in us-central-1:
listing it on the us-central-1 endpoint returns 200, while the us-west-1 endpoint answers 301 (redirect to the
owning region).
Decision¶
The first BackupStore uses endpoint https://us-central-1.telnyxcloudstorage.com, region us-central-1, bucket
republic-db-backups, path-style, SigV4. Keeper itself has no default region or endpoint: both are required fields
of BackupStore.spec.s3.
Consequences¶
DESIGN.md, the bootstrap prompt and the republic-gitops rollout use us-central-1. The S3 client must not follow a 301 to another region silently; a region mismatch is reported as a configuration error on the BackupStore status.
